Copy of a DESPATCH from Earl Grey to Governor Bonham.

Sir,

Downing-street, 19 May 1849. I HAVE the honour to transmit herewith a copy of Letters Patent which the Queen has been pleased to issue, under the Great Seal of the United Kingdom, erecting the Island of Hong Kong, and its dependencies, into a Bishop's see and diocese, to be called the Bishopric of Victoria, and appointing the Rev. George Smith, Doctor in Divinity, to be ordained and consecrated Bishop of the said see of Victoria.

I also transmit an order which has been passed by her Majesty in Council, under date the 1st instant, directing that all persons in holy orders, of the United Church of England and Ireland, being within the dominions of the Emperor of China, or within any ship or vessel at a distance of not more than 100 miles from the coast of China, shall be subject to the authority and jurisdiction of the see of Victoria, and the Bishop thereof, in the same manner as if they were resident within the Island of Hong Kong.

Present:-The QUEEN's most Excellent Majesty in Council.

WHEREAS, by an Act passed in the Session of Parliament held in the sixth and seventh years of the reign of Her Majesty, intituled "An Act for the better Government of Her Majesty's Subjects resorting to China," it was amongst other things enacted, that it should be lawful for Her Majesty, by any Order or Orders made with the advice of Her Privy Council, to ordain, for the government of Her Majesty's subjects being within the dominions of the Emperor of China, or being within any ship or vessel at a distance of not more than 100 miles from the coast of China, any law or ordinance which to Her Majesty in Council might seem meet, as fully and effectually as any such law or ordinance could be made by Her Majesty in Council for the government of Her Majesty's subjects being within the said island of Hong Kong.

And whereas it is expedient that all persons in holy orders of the United Church of England and Ireland being within the dominions of the Emperor of China, or being within any ship or vessel at a distance of not more than 100 miles from the coast of China, should be subject to the authority and jurisdiction of the See of Victoria, to be erected by Her Majesty, and to the Bishop thereof, to be by Her Majesty duly nominated and appointed, in the same manner as if they were resident within the said island of Hong Kong.

Now, therefore, Her Majesty in Council, by and with the advice of Her said Council, is pleased to order and direct, and doth hereby order and direct, that all persons in holy orders of the United Church of England and Ireland, being within the dominions of the Emperor of China, or being within any ship or vessel at a distance of not more than 100 miles from the coast of China, shall be subject to the authority and jurisdiction of the See of Victoria and to the Bishop thereof, in the same manner as if they were resident within the said island of Hong Kong.

And the Right honourable Earl Grey, one of Her Majesty's Principal Secretaries of State, is to give the necessary directions herein accordingly.
